The Ministry of Construction has just issued Circular 07/2017/TT-BXD providing guidance on the method of pricing for household solid waste treatment services.

The service price for household solid waste treatment is determined according to the following formula:

G_XLCTR = Z_TB + (Z_TB x P)

Where:

- G_XLCTR: Service price for the treatment of 1 ton of household solid waste excluding VAT;- P: Profit margin (%) not exceeding 5%;- Z_TB: The total cost to treat 1 ton of household solid waste.
This cost depends on the sum of reasonable and legitimate expenses to perform the household solid waste treatment service, including:- Direct material costs;- Direct labor costs;- Direct machinery and equipment costs;- General production costs;- Enterprise management costs.

The service price for household solid waste treatment must be calculated accurately and sufficiently, suitable to the actual conditions of the service organization, technical infrastructure conditions, socio-economic conditions, and the local budget capacity.

Circular 07/2017/TT-BXD takes effect from July 1, 2017.
