On November 16, 2017, the Ministry of Health issued Circular 43/2017/TT-BYT regulating the percentage of loss for traditional medicines and the payment of loss costs at medical examination and treatment facilities.

Payment of health insurance for the depletion rate of medicinal materials is regulated as follows:

- Based on the purchase price of the medicinal materials as prescribed at the medical examination and treatment facility;- The depletion rate of medicinal materials during actual processing, the depletion rate during storage and division, is determined according to the following formula:

- P1: Purchase price of the medicinal material.- P2: Price of the medicinal material including depletion costs in health insurance payment.- H1: Actual depletion rate during processing at the medical examination and treatment facility.- H2: Depletion rate during storage and division as prescribed by this Circular.

Circular 43/2017/TT-BYT takes effect from January 01, 2018.
