Circular 53/2024/TT-BQP stipulates the adjustment of monthly allowances for military personnel and cipher workers receiving salaries similar to military personnel who have demobilized, discharged, or resigned, issued by the Minister of National Defense of Vietnam on September 17, 2024.

Formula for adjusting and increasing the monthly allowance by 15% for servicemen who have demobilized, discharged, or resigned in Vietnam

In particular, Circular 53/2024/TT-BQP stipulates the formula for adjusting and increasing the monthly allowance by 15% for servicemen who have demobilized, discharged, or resigned in Vietnam.

(1) Adjust by an additional 15% on the monthly allowance level of June 2024 for the subjects specified in clauses 1 and 2, Article 2 of Circular 53/2024/TT-BQP, using the following formula:

Monthly allowance from July 2024 = Monthly allowance at the time of June 2024 x 1.150

(2) The monthly allowance for the subjects specified in clauses 1 and 2, Article 2 of Circular 53/2024/TT-BQP after being adjusted. To be specific:

- From 15 years to less than 16 years, the allowance is VND 2,628,000/month;

- From 16 years to less than 17 years, the allowance is VND 2,746,000/month;

- From 17 years to less than 18 years, the allowance is VND 2,868,000/month;

- From 18 years to less than 19 years, the allowance is VND 2,988,000/month;

- From 19 years to less than 20 years, the allowance is VND 3,105,000/month.

Circular 53/2024/TT-BQP takes effect in Vietnam from November 1, 2024. The regulations in Circular 53/2024/TT-BQP are implemented in Vietnam from July 1, 2024.

Circular 82/2023/TT-BQP ceases to be effective from November 1, 2024.

Transition Provisions of Circular 53/2024/TT-BQP: Continue to implement the calculation method and adjusted monthly allowance for servicemen, cipher workers entitled to the same allowances as demobilized, discharged, and resigned servicemen according to the provisions of previous joint circulars or circulars of the Minister of National Defense issued before November 1, 2024. This applies from November 1, 2024, in accordance with Decision 142/2008/QD-TTg and Decision 62/2011/QD-TTg, ensuring uniformity regarding the beneficiaries and the monthly allowance level corresponding with the effective period of each document.
