Forms of periodic reassignment for officials mot holding leadership positions in the finance sector at local government in Vietnam

The Minister of Finance promulgates Circular 27/2024/TT-BTC dated May 03, 2024, stipulating the list of and periodic reassignment for officials and public employees who do not hold leadership or management positions, directly engaged in and resolving matters in the financial sector at local governments.

The method for periodic reassignment for officials and public employees not holding leadership or management roles, who directly engage with and resolve tasks in the financial sector at local governments, is as follows:

- The rotation of positions is a part of human resources management under the leadership of the Communist Party, specifically by party committees and organizations; it ensures the principle of democratic centralism and elevates the responsibility of the collective leadership and the head of the agency.

- Annually, the party committee and the head of the agency must issue and publicly announce the plan for periodic reassignment; the plan must specify the purpose, requirements, specific cases necessitating position rotation, timeline for rotation, rights, obligations of those subject to rotation, and the measures for implementation.

The review and establishment of the plan for periodic reassignment are conducted in the first quarter of each year.

- Rotation involves moving positions within the same professional and operational specialty from one department to another within the agency; between fields, localities assigned for monitoring, responsibility, or management; or between agencies within the jurisdiction of the local government.

- For agencies with only one position listed for periodic reassignment, where the position requires different professional and operational specialties compared to other positions within the agency, the rotation plan is developed by the head of the directly superior agency.
