Form and content of report on declaration of fixed assets as single-purpose property of units under the Ministry of National Defense of Vietnam of Vietnam

The form and content of fixed asset declaration reports for single-purpose property, management service assets at the units, and fixed assets assigned by the State to enterprises for management without calculating the state capital component at the enterprise under the Ministry of National Defense of Vietnam are as follows:

- Form of fixed asset declaration report

+ Initial declaration report applies to fixed assets that the unit is managing and using at the time when Circular 72/2024/TT-BQP comes into effect, but have not been reported as per the regulations at Circular 13/2019/TT-BQP which regulates and guides the management policies, depreciation calculation of fixed assets, and policies for reporting fixed assets as single-purpose property, management service assets at units under the Ministry of National Defense of Vietnam, and fixed assets assigned by the State to enterprises for management without calculating the state capital component at the enterprise under the Ministry of National Defense of Vietnam;

+ Additional declaration report applies in cases where there are changes in fixed assets due to investment construction, procurement, reception; establishment of public ownership of assets; recovery, transfer, rearrangement, destruction, sale, liquidation, recording reduction due to loss, destruction, and other handling forms as regulated by competent authorities; functional change of assets according to decisions of competent authorities; the entities assigned to report asset declaration change name, split, merge, dissolved as decided by competent authorities;

+ Periodic declaration report prepared by units managing and using fixed assets and submitted to higher authorities up to the Ministry of National Defense of Vietnam (via the Department of Finance).

- Content of fixed asset declaration report

+ Units assigned to manage and use fixed assets must prepare the declaration report according to the form prescribed in Circular 72/2024/TT-BQP. The fixed asset declaration report must record accurately and fully the information as per the prescribed form;

+ The agency receiving and managing the fixed asset declaration report is permitted to reject and request a revised report if it is found that the declaration report does not accurately or fully record the information.

- Deadline for fixed asset declaration report

+ For the cases regulated at point a, clause 1, Article 11 of Circular 72/2024/TT-BQP, units and enterprises must complete by December 31, 2024;

+ For the cases regulated at point b, clause 1, Article 11 of Circular 72/2024/TT-BQP, not exceeding 30 days from the date of change occurrence. For assets put into use formed from investment construction, upgrading, renovating, the change time is calculated from the date of the acceptance testing minutes for putting into use.

More details can be found in Circular 72/2024/TT-BQP which takes effect in Vietnam on January 1, 2025, and is applied from the fiscal year 2025, replacing Circular 13/2019/TT-BQP.
