Foreigners Eligible to Apply for Distance Learning University Programs in Vietnam

Here is the prominent new content in Circular 10/2017/TT-BGDDT on the Regulation on Distance Learning (DTX) at the undergraduate level. Accordingly:

- Foreign citizens may apply for the distance education (DE) program at the undergraduate level at a Vietnamese higher education institution.- The admission of foreign citizens shall be conducted in accordance with the admission regulations of the higher education institution.- The conditions and procedures for admitting foreign students shall comply with the current regulations on managing foreign learners in Vietnam.- The admission announcement must clearly state the quotas, admission methods and targets, tuition fees, DE methods, etc., and must be publicly available on the electronic information portal of the higher education institution at least 02 months prior to the admission date.

Circular 10/2017/TT-BGDDT is effective from June 12, 2017, and annuls the regulations on admission; training; assessment of academic results, graduation consideration, degree issuance; inspection, examination, complaints, denunciations, and handling of violations regarding distance education as stipulated in the regulations attached to Decision 40/2003/QD-BGDDT.
