On December 31, 2024, the Government of Vietnam issued Decree 179/2024/ND-CP regulating policies to attract and employ talented individuals to work in agencies, organizations, and units of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, and socio-political organizations.
- Outstanding graduates and young talented scientists, when recruited as officials and public employees, are entitled to 100% of their salary during the probation period.
Additionally, they are entitled to an additional allowance of 150% of the salary based on the current salary coefficient for 5 years from the date of the recruitment decision, except in cases stipulated in Clause 3, Article 6 of Decree 179/2024/ND-CP.
The additional allowance is not used for the calculation of compulsory social insurance benefits, health insurance, or unemployment insurance (for public employees).
- Based on the local budget balancing ability, provincial People's Committees shall submit to the provincial People's Councils for consideration and decision on supplementary support policies for outstanding graduates and young talented scientists when recruited to work in agencies, organizations, or units under their management.
Attracting and utilizing talented individuals must comply with the Communist Party's directives and the State's laws, without contradicting the provisions of international treaties that Vietnam is a member of. Ensure uniformity, coherence, and feasibility from the stages of discovery, selection, training, development, utilization, remuneration, and honoring.
Ensure transparency, publicity, objectivity, correctness regarding subjects and authority in the implementation of policies; promote the role and responsibility of the heads of ministries, central authorities, and local authorities, as well as the executive committees and leadership collectives of agencies, organizations, and units employing officials and public employees in discovering, attracting, and utilizing talented individuals. The implementation of utilization policies must match the contributions of talented individuals, connected with the annual evaluation through specific work products and quality.
The funding for implementing policies to attract and utilize talented individuals is arranged from the state budget and other legally mobilized sources according to the provisions of the law.
Based on the strategic development orientation of sectors and national and local priorities, ministries and central authorities, as well as local central agencies, must specify which sectors require the prioritization of high-quality human resources during each phase and decide on specific implementation of attraction and utilization policies for talented individuals to work in agencies, organizations, or units under their management, depending on budget capacity and the authority to manage officials and public employees according to decentralization.
In cases where the law provides a higher policy for talented individuals than the corresponding policy in Decree 179/2024/ND-CP, the higher policy shall apply, or the provision per the talented individual's wishes shall apply.
Decree 179/2024/ND-CP is effective from January 1, 2025, and replaces Decree 140/2017/ND-CP.
