Fines Up to 10 Million VND for Failure to Accept Trainee Students on Sea Vessels

This is a new provision mentioned in Decree 142/2017/ND-CP stipulating the penalties for administrative violations in the maritime field.

Fines ranging from 5 to 10 million VND for actions of not accepting and facilitating trainees on ships as prescribed.

Additionally, fines ranging from 10 to 20 million VND for violations of regulations on training and coaching crew members, such as:

- Not complying with the admission regulations;- Failing to execute or partially executing the content, training program according to the program framework approved by the competent authority;- Teaching and practice materials are not conformable;- Lacking any training, equipment serving training purposes or the equipment not meeting technical standards;- Not complying with the regulations on exams and assessments for trainees;- Organizing training at locations not accepted by the competent authority.

Decree 142/2017/ND-CP takes effect from February 1, 2018, replacing Decree 93/2013/ND-CP.
