The Prime Minister of the Government of Vietnam has just issued Decision 02/2020/QD-TTg to amend and supplement several provisions of Decision 29/2014/QD-TTg concerning credit for households and individuals infected with HIV, individuals post-drug rehabilitation, individuals undergoing treatment for opioid addiction with substitute drugs, and rehabilitated sex workers.
continue to pilot this loan provision in 15 provinces and cities until December 31, 2020, and in 2021 will consider expanding the implementation nationwide.
Regarding the procedures and formalities for confirming loan recipients, this Decision stipulates that, for loans taken through households, members of the household who are not the primary borrowers must authorize in writing a representative to take the loan.
Additionally, this Decision also emphasizes that the loan capital source is provided by the State Budget (NSNN) at 50% of the total annual planned capital source, and the Social Policy Bank (NHCSXH) mobilizes the remaining 50%. The NSNN will compensate for the interest rate difference and management fees as prescribed.
