The content is stipulated in Decision 16/2024/QD-TTg on the Regime for providing further training for individuals receiving salaries and allowances from the state budget directly engaged in unexploded ordnance survey and clearance, issued by the Prime Minister of the Government of Vietnam on October 14, 2024.
Decision 16/2024/QD-TTg stipulates the allowance policies for individuals receiving salaries and allowances from the state budget, directly engaged in unexploded ordnance survey and clearance after the war as regulated in Decree 18/2019/ND-CP on the management and implementation of clearance of unexploded ordnance in Vietnam.
Commissioned officers, professional servicemen, non-commissioned officers, soldiers, defense workers, national defense public employees, officials and public employees, who are authorized to directly execute the unexploded ordnance survey:
In addition to salary, allowances (if any), and other policies as prescribed by law, shall receive an allowance of 350,000 VND/person/day, calculated based on the actual days directly conducting the task in the survey and clearance area of bombs, mines, and explosive ordnance.
On the actual working day, if the time directly performing the task in the survey and clearance area of bombs, mines, and explosive ordnance is less than 4 hours, it shall be calculated as half a day; from 4 hours or more, it shall be counted as one full day.
The funding source for the allowance policies for subjects directly performing the unexploded ordnance survey after the war as stipulated in Article 3 of Decision 16/2024/QD-TTg is calculated within the project's budget based on the labor unit price per hectare for the designated survey and clearance area approved by the competent authority.
Decision 16/2024/QD-TTg takes effect from December 1, 2024.
The state management contents regarding post-war bomb and mine explosive ordinance mitigation activities, as stipulated in Clause 2, Article 35 of Decree 18/2019/ND-CP include:
- Promulgating and directing the implementation of legal normative documents on the management and execution of post-war bomb and mine explosive ordnance mitigation activities;
- Developing and promulgating technical standards, criteria, policies for individuals directly involved in bomb and mine explosive ordnance mitigation and victims of post-war explosive ordnance in Vietnam;
- Managing the quality of post-war bomb and mine explosive ordnance mitigation activities;
- Monitoring and evaluating the situation and results of bomb and mine explosive ordnance mitigation activities;
- Issuing and revoking competency certificates for units, organizations, and enterprises investigating, surveying, and clearing bombs and mines explosive ordnance post-war;
- Organizing research, application of science and technology, dissemination of knowledge and laws on bomb and mine explosive ordnance mitigation activities;
- Training human resources for bomb and mine explosive ordnance mitigation activities;
- Managing and providing information and data on bomb and mine explosive ordnance mitigation activities;
- International cooperation in bomb and mine explosive ordnance mitigation activities;
- Inspecting, examining, resolving complaints, denunciations, and handling violations related to bomb and mine explosive ordnance mitigation activities.
