The content is mentioned in Directive 27/CT-TTg regarding some urgent solutions to strengthen the management of import and use of imported scrap as production materials.
The Ministry of Finance is responsible for directing the concentration of forces to expedite the customs clearance of imported scrap shipments that have valid Certificates of Environmental Protection Eligibility and import quotas. At the same time:
- Firmly mandate the re-export of consignments that exploit scrap imports to introduce waste into Vietnam, and strictly handle according to legal regulations;- Guide shipping companies/agents to fully disclose specific information about the consignee in Vietnam for imported scrap in the e-Manifest before the vessel arrives at the port;- Direct the General Department of Customs to employ remote measures to prevent scrap import shipments that do not comply with Vietnamese legal regulations;- Require Customs Agencies to issue written notices for importers of scrap to urgently complete procedures for goods receipt.
