Exemptions from the procedures for recognition of diplomas issued by foreign educational institutions

Recently, the Ministry of Education and Training issued Circular 13/2021/TT-BGDĐT regulations on the conditions, order, procedures and competence to recognize diplomas issued by foreign educational establishments (foreign educational establishments) for use in Vietnam.

According to this Circular, diplomas issued by foreign educational institutions to learners are recognized for use in Vietnam without having to carry out the procedures for recognition of diplomas including:

Foreign educational establishments' diplomas falling within the scope of application of agreements or agreements on equivalence of diplomas or mutual recognition of diplomas or international treaties related to diplomas signed by the Socialist Republic of Vietnam shall be published by the Ministry of Education and Training;

Diploma issued by foreign educational institutions to learners sent by the Ministry of Education and Training using the State budget;

Diploma issued by a foreign educational institution to learners under a foreign-linked training program in Vietnam has been approved by a competent authority from the time the Law amending and supplementing a number of articles of the Law on Higher Education (Law No. 34/2018/QH14 dated November 19, 2018) takes effect.

Note: The exemption from the recognition procedure does not include the validation of diplomas; agencies, organizations or employers are responsible for the validation of diplomas in case of necessity.
