Exemption from foreign language exams for candidates with foreign certificates issued after September 10, 2022 in Vietnam

According to Official Dispatch 889/QLCL-QLVBCC dated June 9, 2023, guiding the verification of foreign language proficiency certificates; to ensure the legitimate interests of learners in the High School Graduation Exam 2023, the Quality Management Department provides additional guidance

Candidates who have registered to take the 2023 High School Graduation Exam may use foreign language proficiency certificates issued after September 10, 2022, to consider exemption from the foreign language test, according to regulations.

Official Dispatch 889/QLCL-QLVBCC was issued on June 15, 2023.

Regulations on exemption from Foreign Language paper in high school graduation assessment in Vietnam

Regulations on exemption from Foreign Language paper in high school graduation assessment shall comply with Article 35 of the Regulation on high school graduation exams promulgated together with Circular 15/2020/TT-BGDDT, as follows:

- Eligible entities:

= Members in the national team for the International Olympiad of Foreign Languages in accordance with the decision of the Minister of MOET;

= Those who have required certificates in accordance with annual guidelines for administration of high school graduation exam issued by the MOET.

- Candidates with exemption from Foreign Language paper shall obtain the score 10 for this paper for high school graduation assessment.

- Those who choose not to be exempted from Foreign Language paper shall take the exam and his/her score will be used for the graduation assessment in the same way of non-exempt candidate’s case.

Candidates for high school graduation exam in Vietnam 2023

Candidates for high school graduation exam in Vietnam according to Clause 1, Article 12 of Circular 15/2020/TT-BGDDT are as follows:

(1) Students who have finished the high school program in the year of exam;

(2) Those who had finished the high school program but have yet taken or did not pass the high school graduation exams of previous years;

(3) Those who obtain high school graduation diplomas or Diploma Level 4 of VQF/ Intermediate Professional Education Diploma now take the exam as the basis for university and college admission;

(4) Other special cases subject to decision of the Minister of Education and Training.
