Exemption and reduction of fees for using the sea area for investment in seaport development in Vietnam

On July 24, 2023, the Prime Minister of Vietnam issued Decision 886/QĐ-TTg approving the plan, policies, solutions and resources for the implementation of the master plan on development of Vietnam's seaport system in the period of 2021-2030, with a vision to 2050.

Exemption and reduction of fees for using the sea area for investment in seaport development in Vietnam

Policies and solutions to implement the master plan on the development of Vietnam's seaport system, for example:

- Breakthrough mechanisms and policies in mobilizing resources to organize the implementation of the master plans:

Studying mechanisms and policies to mobilize resources for the development of maritime technical and specialized planning; using the revenue from leasing and exploiting port infrastructure from the state budget to invest in the construction of public maritime infrastructure; exemption or reduction of fees for using the sea area for investment in seaport development; and mechanisms and policies to meet the requirements of resource mobilization for the implementation of the master plan.

- Ensuring national defense - security:

+ Developing ports in island districts to serve socio-economic development in association with national defense and security and sovereignty over the sea and islands.

+ Ministries, branches, and localities shall, according to their competence, strengthen proactive and close coordination.
in the performance of national defense and security tasks, search and rescue, sovereignty protection, exercise of sovereign rights, and national jurisdiction over seas and islands, ensuring security and order during the implementation of the Plan.

+ Timely and effectively deploying investment projects in maritime infrastructure associated with national defense - security and sovereignty over sea and islands, including building lighthouses, search and rescue ships, and supply ships (checking at sea and in the Truong Sa area and offshore islands in the South and North) in order to strengthen the ability to coordinate search and rescue, protect the marine environment, and contribute to affirming national sovereignty and rights in the sea and islands.
