Government of Vietnam issued Resolution 87/NQ-CP dated July 18, 2022 on solving difficulties and problems related to rating State-owned enterprises that contribute and support the prevention and control of the Covid-19 epidemic.
According to the Resolution, state-owned enterprises in Vietnam that contribute to Vietnam Covid-19 Vaccine Fund and support the prevention and control of Covid-19 are excluded from the amounts contributed to support for epidemic prevention and control when calculating the targets, evaluating the performance of enterprises and rating enterprises according to Decree 87/2015/ND-CP, specifically:
- Subjects of application: State-owned enterprises in Vietnam subject to the provisions of Clause 3, Article 2 of Decree 87/2015/ND-CP.
- The scope to be considered for exclusion includes:
+ Expenditures and contributions for epidemic prevention and control are fully documented as prescribed in Decree 44/2021/ND-CP;
+ Revenue reductions due to exemption or reduction of prices and service charges to assist people and businesses during the epidemic period in accordance with government policy or the Prime Minister of Vietnam's direction.
- Principle of implementation: The exclusion when calculating the performance evaluation criteria and business classification shall be done according to the principle that contributions and favors that affect the performance of any year are excluded when evaluating and rating enterprises that year.
Note: Resolution 87/NQ-CP applies to the performance evaluation and business classification in 2021 and 2022.
Resolution 87/NQ-CP takes effect from the date of signing and promulgation.
