The Ministry of Health has issued Decision No. 5349/QD-BYT approving the Plan for Implementation of Electronic Health Records.

The provinces and centrally-affiliated cities proactively organize the implementation of electronic health records (EHR) within their localities. The steps to deploy electronic health records include:

- Developing health record software;- Installing the EHR software for medical facilities;- Training and instructing medical staff on how to use the health record software;- Creating electronic health records for residents within the locality from health information available at medical examination and treatment facilities or directly from the residents;- Organizing the update of information on the EHR software at medical examination and treatment facilities;- Extracting health information from the electronic health record software;- Maintaining the electronic health record system.

The implementation period is from 2019 to 2025, ensuring that by the end of 2020, at least 80% of the population in the province or city will have been issued electronic health records.
