Ensuring Necessary Conditions for Using VNeID as the Sole Account in Administrative Procedures

May 20, 2024, the Prime Minister of the Government of Vietnam issued Directive 16/CT-TTg on continuing to vigorously promote the reduction and simplification of administrative procedures (TTHC) at the ministries, central authorities, and local authorities serving the citizens and enterprises.

Ensuring the Necessary Conditions for Using VNeID as the Sole Account in Administrative Procedures

The Prime Minister of the Government of Vietnam requires Ministers of ministries, heads of ministerial-level agencies, agencies under the Government of Vietnam, and Chairpersons of the People's Committees of provinces and centrally-run cities to undertake specific tasks, such as:

- Ensuring the necessary conditions for transitioning to the use of VNeID as the sole account in executing administrative procedures and providing public services in an electronic environment starting from July 1, 2024, according to Decree 59/2022/ND-CP.

- Continuously and effectively implementing reforms in the "one-door" and "interconnected one-door" mechanisms in resolving administrative procedures, focusing on accelerating the digitization of files and results; integrating the digitization process with the duties of officials and public employees during the receipt and resolution of administrative procedures; enhancing the reuse of digitized data among ministries, central authorities, and local authorities through data connection and sharing; upgrading the IT infrastructure system uniformly from the central to local levels in line with national digital transformation requirements; ensuring information security and safety; and promoting data integration, connection, and sharing to serve management, operations, and administrative procedures resolution, as well as public service provision.

- Concentrating on the successful implementation of the Scheme on the Development of Data Applications on Population, Electronic Identification, and Authentication for National Digital Transformation for the 2022 - 2025 period, with a vision to 2030 (Scheme 06), particularly the tasks and solutions outlined in Directive 04/CT-TTg dated February 11, 2024, by the Prime Minister of the Government of Vietnam to resolve institutional, IT infrastructure, data, human resources, and funding bottlenecks.

- Strictly organizing the reception and prompt resolution of feedback and petitions from individuals and businesses; enhancing dialogue; decisively addressing issues related to mechanisms, policies, and administrative procedures; and improving the quality of human resources involved in resolving administrative procedures.
