On September 27, 2024, the Ministry of Education and Training issued Official Dispatch 5889/BGDDT-GDTH regarding the enhancement of directives on the compilation, appraisal, and submission for approval of local educational materials in Vietnam

To implement the content of local education, the Ministry of Education and Training of Vietnam (MOET) has issued guiding documents instructing localities on the compilation, appraisal, organization of teaching, printing, and distribution of local educational materials according to the prescribed authority.

Alongside the achievements, the implementation process at the local level still faces numerous difficulties in the compilation, appraisal, training, and guidance for teachers teaching local educational content. Particularly, many localities have not managed to print and distribute local educational materials as per the prescribed authority.

To enhance the effectiveness of compiling, teaching, printing, and distributing local educational materials, the MOET requests the People's Committees of provinces and centrally governed cities (Provincial People's Committee) to strengthen the implementation of the following tasks:

(1) The Task of Compiling, Appraising and Submitting for Approval Local Educational Materials

Continue to direct the completion of local education content, updating data, linguistics in the approved materials ensuring accuracy and scientific validity; supplement, adjust outdated or unsuitable information, linguistic, or images according to the provisions of Article 3, Circular 33/2020/TT-BGDDT dated September 15, 2020, which regulates the appraisal of local educational materials. Expedite the completion of the compilation, appraisal, and submission to the Minister of MOET for the approval of materials for grades 5, 9, and 12 ensuring quality and timely progress as conformable.

(2) Organizing the Teaching of Local Educational Content

Instruct the Departments of Education and Training to continue effective implementation of teacher training programs to enhance the quality of teaching local educational content, and develop action plans for local education content ensuring compliance with the 2018 General Education Program (GDDT 2018) as guided by the MOET, in line with the characteristics of subjects, educational levels, and classes, specifically:

* For Primary Education Level in Vietnam

Direct educational institutions to develop plans to integrate and embed local education content into the school's educational plans with flexible forms, suitable with the specific conditions and circumstances of the school and locality, ensuring educational goals and quality.

When developing, it is necessary to integrate, incorporate local education content into the curriculum of subjects, experiential activities to match the psychological characteristics, cognitive development levels of students according to grade levels ensuring the objectives and requirements of subjects, educational activities are met, not causing pressure or overload for students as directed in Official Dispatch 3036/BGDĐT-GDTH dated July 20, 2021.

* For Secondary and High School Education Level in Vietnam

Guide educational institutions to assign teachers to teach local education content suitable to their expertise; based on the school's assignment, the professional teams or groups develop a teaching plan for local education content by topic in alignment with the school's teaching conditions and the teaching plans of related subjects, facilitating students to relate and apply learned knowledge in subjects to local realities; organize professional activities for teachers to master content and teaching methods.
