On August 26, 2024, the Prime Minister of the Government of Vietnam issued Directive 28/CT-TTg on Solutions to tackle difficulties, promote production, consumption of cement, steel, and construction materials, which includes a requirement to enhancement of state management of the production and consumption of cement and construction steel in Vietnam
In order to overcome the difficulties and obstacles mentioned in the Directive 28/CT-TTg in 2024 and to promote the production and consumption of cement, steel, and construction materials in the upcoming period, the Prime Minister of the Government of Vietnam requests ministries and central authorities, People's Committees of provinces and centrally-administered cities, and Heads of relevant agencies to thoroughly grasp the guiding viewpoint and focus on implementing several tasks and solutions regarding the policy mechanism for the development of the construction industry as stipulated in Directive 28/CT-TTg of 2024 as follows:
- Reviewing mechanisms, policies, and institutions to encourage rapid and sustainable investment in the development of the construction materials industry (construction material), catering to the production and business activities of enterprises, contributing to the socio-economic development of the country. Restructuring debt repayment terms, adjusting and lowering lending interest rates for customers, including enterprises in the construction material sector, in accordance with the law.
Issuing preferential policies on the use of household waste, industrial waste, and waste from certain industries such as fly ash and gypsum as fuel and raw materials in cement production and other construction materials. Enhancing state management in the field of construction materials, especially in the production and consumption of cement and construction steel.
- Researching to adjust tax policies on the export of clinker cement products to ensure competitiveness with other exporting countries, in accordance with the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) regarding the non-imposition of export taxes on goods with signatory countries.
Enhancing measures on trade defense, technical barriers, and anti-dumping for imported products such as steel, construction materials like tiles, medium-density fiberboard (LDF/MDF/HDF), sanitary ware, construction glass... to eliminate unfair competition practices and ensure compliance with Vietnamese and WTO regulations in Vietnam.
