Enhance forest allocation and lease in association with land allocation and land lease in Vietnam

The Prime Minister of Vietnam issued Directive No. 05/CT-TTg dated May 18, 2022 to strengthen the management and protection of forests, to deal with illegal deforestation and encroachment on forest land. In particular, it is required to accelerate the work of forest allocation and forest leasing in association with land allocation and land lease in Vietnam.

Specifically, the Prime Minister of Vietnam requests the provinces and cities to urgently take measures to prevent the illegal deforestation and encroachment on forest land in Vietnam as follows:

 

- Strictly manage forest and forestland areas under the master plan approved by competent authorities; fully integrate forest and forestland information in the provincial master plan during 2021-2030, with a vision toward 2050 ...

 

- To step up the allocation and lease of forests in association with land allocation and lease, especially the forest areas currently managed by commune-level People's Committees in accordance with current law.

 

To resolutely recover forests from forest owners who fail to fulfill their forest protection obligations, thus causing forest loss.

 

- Directing, examining and reducing the situation and strictly handling cases of leveling forest and mountain hills for dividing lots, selling grounds, building forest land in contravention of law provisions.

 

- Accelerating investigation and identification of violators to strictly handle cases of forest destruction and encroachment of forest land in the recent past in order to deter, educate and prevent generally.

 

- Take actions against forest owners and relevant organizations and individuals that destroy or illegally exploit forests under their management but fail to take preventive and remedial measures.

 

- Directing functional agencies, grassroots authorities and forest owners to strengthen measures to manage and protect forests; and

 

To direct the forest ranger force in reviewing, examining and assessing the entire acreage of natural forests in localities, especially in special-use and protection forest management boards; to detect, prevent and strictly handle acts of encroaching upon forests.
