Elements and phenomena of hydrometeorological forecasts and warnings from February 15, 2024

On December 29, 2023, the Minister of Natural Resources and Environment of Vietnam issued Circular 27/2023/TT-BTNMT on regulations on technical procedures for hydrometeorological forecasting and warning under normal conditions.

Elements and phenomena of hydrometeorological forecasts and warnings from February 15, 2024

At the request of the Director General of the General Department of Meteorology and Hydrology, Director of the Department of Science and Technology, and Director of the Department of Legal Affairs, the Minister of Natural Resources and Environment issued Circular 27/2023/TT-BTNMT regulating technical procedures for hydrometeorological forecasting and warning under normal conditions, which stipulates elements and phenomena of hydrometeorological forecasting and warning, including:

(1) Meteorological elements and phenomena

- Clouds: Amount of clouds;

- Rain: rain type and level, rain possibility, rainfall amount, rain distribution in space, rain distribution over time;

- Temperature: air temperature by time, average air temperature, average highest air temperature, average lowest air temperature, absolute highest air temperature, absolute lowest air temperature;

- Wind: wind direction, wind speed;

- Humidity: highest relative humidity, lowest relative humidity, average relative humidity, soil moisture;

- Foresight;

- Other related meteorological factors and phenomena.

(2) Hydrological factors and phenomena

- Water level: water level by time, highest water level, lowest water level, average water level, water level amplitude;

- Water flow: water flow by time, highest water flow, lowest water flow, average water flow;

- Other related hydrological factors and phenomena.

(3) Oceanographic elements and phenomena

- Ocean waves: wave height, wave direction;

- Tides: high water, low water, time of appearance;

- Rising water: height, time of appearance;

- Sea surface flow: average velocity, prevailing direction;

- Sea condition;

- Other related marine elements and phenomena.

More details can be found in Circular 27/2023/TT-BTNMT, taking effect on February 15, 2024 and replacing Circular 40/2016/TT-BTNMT.
