Electronic Interlinked Procedures for Birth Registration, Permanent Residence Registration, and Health Insurance Card Issuance for Children Under 6 Years of Age in Vietnam

The electronic interlinking procedures for birth registration, permanent residence registration, and health insurance card issuance for children under 6 years of age in Vietnam are as follows:

Step 1: The requester accesses the National Public Service Portal (at the address dichvucong.gov.vn) or on the VNeID application, selects the "Interlinked Birth and Death Registration Services" section to submit the online application and pay the prescribed fees.

Step 2: The provincial administrative procedure solution information system receives the birth registration application from the Interlinked Public Service Software; a notification for the result appointment is sent by the Interlinked Public Service Software to the requester via the National Public Service Portal, the VNeID application, and SMS.

Step 3: Process the birth registration application

After the electronic birth registration application is transferred to the Ministry of Justice's Shared Electronic Civil Registration and Management Software by the provincial administrative procedure solution information system, the civil status officer performs the birth registration task on the Ministry of Justice’s Shared Electronic Civil Registration and Management Software on the same working day.

Step 4: Process the permanent residence registration and health insurance card issuance for children under 6 years of age

After the Ministry of Justice’s Shared Electronic Civil Registration and Management Software transfers the electronic birth certificate to the Interlinked Public Service Software through the provincial administrative procedure solution information system, the Interlinked Public Service Software separates and transfers the electronic application (including the forms, declaration forms filled in by the requester, and the electronic birth certificate) to the residence management information system for permanent residence registration and to the social insurance sector information system for health insurance card issuance for children under 6 years of age as prescribed by relevant laws.

The processing time for permanent residence registration does not exceed two working days. If verification is required, the processing time does not exceed five working days from the date of receipt of the electronic application and confirmation information via the VNeID application.

The processing time for issuing health insurance cards for children under 6 years of age does not exceed two working days.
