EID accounts may now be use in place of relevant documents in traffic control in Vietnam

On August 1, 2023, the Minister of Public Security of Vietnam issued Circular 32/2023/TT-BCA stipulating the tasks, powers, forms, content, and procedures for patrol, security check, and handling administrative violations in road traffic by the Traffic Police.

EID accounts may now be use in place of relevant documents in traffic control in Vietnam

Traffic Police in Vietnam will conduct security check of documents related to individuals and vehicles, including:

- Driver license;

- Certificate of traffic law knowledge training for road traffic, degrees, Certificates for operating specialized motorcycles;

- Vehicle registration certificate or a certified copy of the vehicle registration certificate accompanied by the original valid receipt from a credit institution (during the period the credit institution retains the original vehicle registration certificate);

- Certificate of inspection, technical safety inspection stamp and environmental protection, Certificate of the validity period of the inspection certificate and Inspection Stamp (for types of vehicles required to undergo inspection);

- Compulsory civil liability insurance certificate of motor vehicle owners and other necessary related documents in accordance with regulations (hereinafter referred to as documents).

Notably, when databases are connected to the electronic identification and authentication system, enabling verification of the information regarding the status of documents, controlling through verifying such document information in the electronic identification account holds the same value as directly checking the documents.

Thus, from September 15, 2023, in cases where the Traffic Police control documents related to individuals and vehicles, citizens may use their identification accounts to replace those documents.

More details can be found in Circular 32/2023/TT-BCA, which comes into force in Vietnam from September 15, 2023.

Circular 65/2020/TT-BCA; Article 4, Clause 11, Clause 12, Clause 13, Clause 14 Article 7 Circular 15/2022/TT-BCA will be invalidated from the date Circular 32/2023/TT-BCA comes into effect in Vietnam.
