On December 29, 2023, the Minister of Labor, War Invalids and Social Affairs issued Circular 13/2023/TT-BLĐTBXH on economic and technical norms for training at intermediate and college levels in 20 professions in Vietnam.

Issued together with Circular 13/2023/TT-BLDTBXH are economic and technical norms on training at intermediate and college levels in 20 professions and occupations, including:

- Graphics

- Applied informatics

- Plastic technology

- Producing laundry products

- Producing Granite tiles

- Repairing oil and gas exploitation equipment

- Mining drilling

- Operate underground mine equipment

- Agricultural machinery engineering

- Repair chemical equipment

- Repair of oil and gas processing equipment

- Optical and radio transmission techniques

- Repair automation equipment

- Industrial and medical waste treatment

- Waste treatment in steel production

- Waste treatment in rubber production

- Veterinary husbandry

- Agricultural management and business

- Aquaculture

- Process rubbish

Ministries, ministerial-level agencies, Government agencies, socio-political organizations, People's Committees of provinces and centrally-run cities, the General Department of Vocational Education, schools registered to operate vocational education at intermediate and college levels for the industries and occupations specified in Article 1 of Circular 13/2023/TT-BLDTBXH, and relevant units are responsible for implementing this Circular.

During the implementation process, if there are any problems, please promptly report them to the Ministry of Labor, War Invalids, and Social Affairs for study and resolution.

Labor norms for applied informatics industries and occupations in Vietnam

- Labor norm is the necessary living labor consumption level of workers according to their expertise and profession to complete the training for 01 learner to achieve the criteria and standards issued by the competent authority.

- Labor norms include direct labor norms and indirect labor norms. Direct labor norms are theoretical and practical teaching time. Indirect labor norms include labor time for management and service activities.
