On November 7, 2025, the Minister of Public Security of Vietnam issued Circular 59/2024/TT-BCA amending Circular 74/2020/TT-BCA regarding regulations on immigration control for Vietnamese citizens at border gates.
The duties of the immigration control unit in Vietnam have been amended as follows:
- Inspect and determine the validity and legality of immigration documents and the conditions for exit and entry;
- Verify the consistency between the individual exiting or entering and their immigration documents;
- Input the information of the person exiting or entering into the immigration control system and supplement necessary information;
- Examine and compare personal information in immigration documents with information in the National Database on Exit and Entry of Vietnamese Citizens through direct or indirect network connections;
- Stamp verification on the immigration documents of citizens exiting or entering through seaports and land border gates not yet connected to the National Database on Exit and Entry.
Do not stamp verification on the immigration documents of Vietnamese citizens exiting or entering through airports and land border gates already connected to the National Database on Exit and Entry;
- Implement temporary exit suspension for Vietnamese citizens in accordance with the Law on Exit and Entry of Vietnamese Citizens 2019, amended and supplemented in 2023;
- Collect portrait photos and fingerprints of citizens at border gates as prescribed by law.
Moreover, the following immigration verification regulations are supplemented:
- Immigration verification is the confirmation that a Vietnamese citizen has completed the exit or entry procedures lawfully, which includes stamping or not stamping verification on immigration documents;
- Information on the exit and entry process in the National Database on Exit and Entry replaces the verification stamp on citizens' immigration documents.
