On November 25, 2024, the Minister of Justice of Vietnam issued Circular 13/2024/TT-BTP regulating the codes and professional title standards for public employees responsible for judicial record.

Duties and professional competency standards for rank II public employees responsible for judicial record in Vietnam from January 15, 2025

(1) Duties

- Inspect and supervise the results of implementing tasks related to the development, management, use, and exploitation of the Judicial Record Database by Rank III Judicial Record Public Employees as assigned by the competent authority; propose corrections, cancelations of erroneous data, information, and propose the issuance or denial of Judicial Record Certificates;

- Provide professional guidance on judicial records to Rank III Judicial Record Public Employees and to individuals, agencies, and organizations as assigned by a competent authority;

- Advise, propose, develop, and organize the implementation of programs, plans, projects, documents, regulations, rules, and technical processes related to judicial records as assigned by the competent authority;

- Participate in the compilation and development of programs, materials, and the organization of training and professional development activities on judicial records;

- Engage in scientific and technological research tasks from the grassroots level and above;

- Take part in the drafting and preparation of projects and legal normative documents as assigned by the competent authority;

- Involve in resolving complaints from organizations and individuals in the field of judicial records;

- Perform other assigned tasks.

(2) Professional and Occupational Competency Standards

- Master and properly implement the Party’s policies, directions, and State laws in judicial record work;

- Possess the competence and skills for advising, proposing, drafting documents, organizing, coordinating, implementing, and solving tasks to perform the duties outlined in (1);

- Have the capacity to provide professional guidance to perform the tasks specified in (1);

- Have the ability to cooperate with relevant agencies and organizations in performing the tasks specified in (1).
