Duties and powers of the grassroots Vietnam Communist Party Committee assigned with pilot powers of the superior level

The grassroots party committees piloting higher-level authority shall execute the functions, duties, and powers of the corresponding grassroots party committees in agencies, public service providers, and state-owned enterprises.

At the same time, the Standing Committees of the Provincial Party Committees, City Party Committees, and Party Committees under the Central Committee shall review and decide to grant the grassroots party committees certain higher-level powers as follows:

- They are authorized to establish specialized advisory and assisting bodies: the Organization Committee, the Propaganda Committee, the Inspection Committee’s agency, and the Party Committee’s office.

The assignment of specialized party work staff shall comply with the current regulations and guidelines of the Central Committee, and is subject to review and decision by the Standing Committee of the Party Committee and leaders of the agencies, public service providers, or state-owned enterprises.

- They are authorized to decide on the establishment of subordinate party organizations in accordance with regulations, upon receiving written consent from the immediate higher-level party committee's standing committee.

- They execute the authority and responsibility of the party committee granted higher-level authority in terms of internal political protection work as prescribed by the Communist Party.

- The standing committee of the party committee has the authority to admit party members, discipline and expel party members, reward party organizations and members, and transfer the activities for party organizations and members directly to higher-level party committees; they also manage the files and data of party members.

- The standing committee of the party committee shall convene monthly meetings, the party committee shall hold regular meetings every three months, and extraordinary meetings as necessary.
