Duties and powers of public libraries of provinces and cities in Vietnam

On September 22, 2021, the Ministry of Culture, Sports and Tourism of Vietnam promulgated Circular 09/2021/ TT-BVHTTDL guides the performance of functions, tasks, powers and organizational structure of public libraries of provinces and centrally run cities.

According to this Circular, provincial libraries shall perform tasks and exercise powers under Clause 2, Article 11, Article 38 and Article 39 of the Law on Library and have the following tasks and powers:

- Formulate operation plans, medium-term, short-term and annual development plans of provincial libraries, submit them to the Director of the Department of Culture, Sports and Tourism of Vietnam for approval and organize the implementation after being approved;

- Guiding public libraries in the locality to implement regulations, orientations and directions on library work.

- Participating in the development of the library network, providing professional and professional support to libraries and organizations and individuals wishing to establish libraries in the locality;

- Participating in the construction, preservation and promotion of written cultural values, rare and precious ancient documents, collections of special local value; information resources published locally, written about the locality or created by local people;

- Organizing professional and professional activities, providing public non-business services in the field of libraries according to regulations;...
