The Minister of Agriculture and Rural Development issued Circular 02/2024/TT-BNNPTNT on March 27, 2024, stipulating the list of fields and the time limit within which individuals holding positions of authority are prohibited from establishing, holding titles, or managing private enterprises, limited liability companies, joint-stock companies, partnerships, or cooperatives after ceasing to hold their positions in fields under the management scope of the Ministry of Agriculture and Rural Development of Vietnam.

Fields in which individuals holding positions and authority, after leaving those positions and authority in that field, are not allowed to establish, hold titles, managerial positions, or run businesses or cooperatives, include:

- Veterinary.

- Irrigation.

- Dike management and disaster prevention and control.

- Forestry.

- Forest protection.

- Fisheries.

- Fishing inspection.

- Cooperative economy and rural development.

- Quality, processing, and market development.

- Programs, projects, and schemes in the aforementioned fields.

Duration individuals holding positions and authority are not allowed to establish enterprises after leaving their positions in Vietnam

- Within a period of 12 months from the date of leaving their positions as decided by the competent authority, individuals holding positions and authority in the fields specified in Clauses 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, and Clause 12, Article 4 of Circular 02/2024/TT-BNNPTNT are not allowed to establish, hold titles, managerial positions, or run businesses or cooperatives in the fields they were previously assigned to manage or perform tasks.

- The duration during which the establishment, holding of titles, managerial positions, and running of businesses or cooperatives is prohibited for individuals leaving their positions while being officials and public employees directly researching, developing, or appraising and approving programs, projects, or schemes as stipulated in Clause 13, Article 4 of Circular 02/2024/TT-BNNPTNT is the duration of completing those programs, projects, or schemes.

Circular 02/2024/TT-BNNPTNT comes into effect from May 20, 2024.
