Do not Award Both Medals and Certificates of Merit for the Same Achievement

This is one of the reward principles stipulated in Circular 08/2017/TT-BNV of the Ministry of Home Affairs guiding the implementation of Decree 91/2017/ND-CP on the enforcement of certain provisions of the Law on Emulation and Commendation.

The Ministry provides several notes regarding consideration and recommendation for commendation as follows:

- Do not award multiple forms of commendation for the same achievement;- The collectives and individuals meeting the standards for any level of commendation shall be considered and recommended to the competent authority for that form of commendation;- Do not recommend awarding two types of Orders or awarding both an Order and a Certificate of Merit by the Prime Minister of the Government of Vietnam for the same achievement;- Do not recommend that higher authorities consider and award two forms of State-level commendation within one year for a collective or an individual (unless there is an exceptionally outstanding sudden achievement or commendation for continuous dedication; commendation by tenure).
