Directive on implementing the roadmap for applying online bidding in the healthcare sector in Vietnam

On October 01, 2020, the Ministry of Health issued Directive 20/CT-BYT on strengthening the procurement work to ensure competition, transparency, and efficiency in the health sector in Vietnam

The Ministry of Health of Vietnam has directed the implementation of online bidding and the disclosure of information during the contractor selection process as follows:

- Agencies and units must strictly comply with the roadmap for applying online bidding, whereby in 2020, the selection of contractors for all (100%) bidding packages under the forms of open bidding and competitive quotations in the fields of goods, non-consulting services, and consulting services with package prices not exceeding 5 billion VND, and in the field of construction with package prices not exceeding 10 billion VND shall be conducted online;

- Ensure that the total number of bidding packages reaches at least 60% of the number of packages using open bidding and competitive quotations, and the total value of the bidding packages reaches at least 25% of the total value of the packages using open bidding and competitive quotations.

Note: Agencies and units shall publish information during the contractor selection process according to conformable regulations, fully and timely.
