Directive 28 on Screening and Removing Communist Party Members Who Are Unqualified from the Communist Party

The Central Executive Committee has just issued Directive 28-CT/TW on improving the quality of party member admission and reviewing, screening, and removing those party members who no longer qualify from the Communist Party.

In order to enhance the quality of party members and the work of party admission, and to build a clean Communist Party, the Secretariat requires party committees and Party organizations at various levels to undertake the following key tasks:

- Raise awareness and thoroughly understand the importance of the task of building a truly pioneering and exemplary team of party members... This is an urgent and long-term task;- Rectify the work of admitting party members, completely overcome the situation of focusing on quantity over quality. New party members must be truly excellent individuals, trained, and tested in practice.- Strengthen the management and education of party members. In 2019, conduct a comprehensive survey of the party membership team;- Seriously review and filter party members; promptly expel party members who no longer qualify from the Communist Party. In the immediate future, from now until May 19, 2019, party committees and Party organizations will conduct a review of the party membership team.
