Directing to strengthen traffic safety for students in Vietnam

In order to enhance traffic safety for students and prevent similar incidents from happening, especially during the summer vacation of 2023, the National Traffic Safety Committee The head of the Traffic Safety Committee of the provinces and centrally-run cities directs local authorities to focus on the following issues:

- Implement effectively Directive 10/CT-TTg dated April 19, 2023, on strengthening the work of ensuring road traffic safety in the new situation; and Directive 11/CtrPH-BCA-BGDDT dated October 19, 2022, between the Ministry of Public Security and the Ministry of Education and Training of Vietnam on coordinating to strengthen the propaganda, dissemination, and education of the law on traffic order and safety in educational institutions in the period 2022-2025;

- Directing the Department of Education and Training and educational institutions in the province and city to coordinate with the Board of Representatives of Parents and Students in mobilizing parents and guardians to regularly remind, educate their children to voluntarily obey traffic rules, take measures to manage and sign a commitment to obey the law on traffic safety, and not give motorbikes to their children to operate when they are underage and without a license.

Replicating the model of "Traffic Safety School Gate" through organizing traffic in the school gate area and the route frequented by students and children (from home to school and vice versa) right after the end of summer vacation.

- Directing the People's Committees of districts and communes, political and social organizations, to promote the role of the elderly and prestigious people at the grassroots level to well organize the propaganda and mobilization of the clans and families, and actively remind and mobilize teenagers, especially pupils and students on summer vacation with their families, to voluntarily obey the law when participating in traffic;

Not drinking alcohol or beer when under 18 years old, adults practice "Drink alcohol, do not drive", wear helmets when riding motorbikes or electric bicycles;

Not operating a motorcycle or moped under the age, without a driving license.

- Promote the roles and responsibilities of the Unions, associations, and Teams to well organize the propagation and education of the law on ensuring traffic safety in youth activities.especially in local summer activities;
 
Promoting the campaign "Students and students with traffic culture";

Enhancing the dissemination of knowledge and skills to safely participate in traffic for parents in the case of transporting children on motorbikes, automobiles, and other vehicles.

- Directing functional forces to strengthen patrolling, controlling, timely detecting, and strictly handling violations against cases of students operating motorbikes and mopeds when they are underage, do not have a driving license, and do not wear a helmet when riding a motorbike or moped in traffic; In particular, it is necessary to focus on handling the act of handing over vehicles or letting people who are not qualified according to regulations to drive vehicles in traffic.

Strengthening the coordination between functional forces - schools - families in managing and educating students to strictly abide by the law on traffic safety, which focuses on the exchange of information on traffic safety violations of students between the functional forces and the school and from the school to the family to jointly manage and educate about traffic safety with children.
