Direct expenses included in prices for medical examination covered by health insurance in Vietnam

On November 17, 2023, the Minister of Health of Vietnam promulgated Circular No. 22/2023/TT-BYT on unifying prices for medical services covered by health insurance between hospitals of the same class nationwide and guiding the application of prices and payment for medical services in certain cases.

Direct expenses included in prices for medical examination covered by health insurance in Vietnam 

According to the Circular, direct expenses included in prices for medical examination covered by health include: 

- Expenses incurred on clothing, scrubs, masks, bed sheets, pillows, mats, stationery, gloves, cotton wool, bandages, alcohol, gauze, saline, and other consumables for medical examination; 

- Expenses incurred on electricity, water, fuels, living waste treatment, medical waste treatment (solid and liquid waste); laundry, steaming, drying, washing, or disinfecting cloth; expenses incurred on environmental hygiene assurance and cleaning; antiseptic supplies and chemicals during medical examination; 

- Expenses incurred on maintenance of housing, equipment, procurement of assets and tools such as air conditioners, computers, printers, dehumidifiers, fans, tables, chairs, beds, cabinets, lights, and other necessary tools during medical examination.  

Direct expenses included in prices for hospital stay 

According to the Circular, direct expenses included in prices for hospital stay include: 

- Expenses incurred on clothing, scrubs, masks, blankets, bed sheets, pillows, mattresses, curtains, mats, stationery, gloves used in medical examination, administration, and infusion, cotton wool, bandages, alcohol, gauze, saline, and other consumables for daily care and treatment (including expenses incurred on changing the dressing of a wound or surgical wound for inpatients, excluding cases prescribed in Clause 5 and Clause 6 Article 7 of Circular No. 22/2023/TT-BYT); and

Expenses incurred on electrodes, electrocardiogram, blood pressure monitor, and SPO2 cables in the course of using patient monitors for emergency beds and intensive care beds.

- Expenses prescribed in Point b and Point c Clause 1 Article 3 of Circular No. 22/2023/TT-BYT for patients’ care and treatment according to specialized requirements.  

- Expenses incurred on qualified drugs, whole blood, and products from blood, intravenous fluids, medical supplies (aside from the supplies mentioned above); types of syringes used in administration and infusion; feeding tube; infusion tubes, tubes connected to syringe pumps or infusion pumps; oxygen, nasal cannula, oxygen masks (except for cases where patients are required to use medical ventilators) are not included in the prices for hospital stay and are paid if the mentioned items are used during medical examination and treatment.
