Development of infrastructure, formation of blockchain industry ecosystem in Vietnam

(1) Development of Vietnam's Blockchain Infrastructure for Multi-Purpose Service:

- Construct and develop Vietnam's blockchain infrastructure to ensure compliance with regulations on cybersecurity, information safety, network security, and personal data protection to meet multi-purpose objectives, promoting blockchain application and development in Vietnam;

- Establish mechanisms for managing, utilizing, and developing a governance platform for operating Vietnam's blockchain infrastructure;

- Develop "Make in Vietnam" blockchain platforms. Construct operational mechanisms, exploitation, interaction, and interconnection frameworks among different types of blockchain networks functioning on Vietnam's blockchain infrastructure.

(2) Formation of Blockchain Industrial Development Ecosystem:

- Develop the blockchain industry in association with digital technology industry development policies, digital transformation to expedite the process of national industrialization and modernization;

- Accelerate the integration of blockchain technology applications with advanced technologies of the Fourth Industrial Revolution such as artificial intelligence, big data, the Internet of Things, and simultaneously promote the development and application of products and services with integrated blockchain technology applications;

- Develop concentrated information technology parks, creating spaces for the formation of a blockchain industry development ecosystem and the digital technology industry;

- Promote the application of blockchain technology in services of state agencies;

- Promote the establishment of incubator centers and attract investments for the development of digital technology enterprises in the blockchain field. Implement solutions for mobilizing domestic and foreign investment capital for enterprise development and blockchain brand building in Vietnam;

- Gather Vietnamese digital technology enterprises to build blockchain platforms that promote information sharing, enhance competitive capabilities compared to foreign enterprises.
