On February 03, 2020, the Ministry of Finance issued Circular 07/2020/TT-BTC stipulating financial and asset management policies for Vietnamese agencies abroad.
According to Circular 07, on a monthly, quarterly, and yearly basis, Vietnamese representative offices abroad shall report the balance of the State Budget Temporary Holding Fund to the Ministry of Foreign Affairs, and the Ministry of Foreign Affairs shall consolidate reports for the Ministry of Finance. The reporting deadlines are as follows:
- Vietnamese representative offices abroad shall send reports to the Ministry of Foreign Affairs:
- Monthly report: By the 10th of the following month;- Quarterly report: By the 15th of the first month of the following quarter;- Annual report: By January 25 of the following year.
- The Ministry of Foreign Affairs shall send reports to the Ministry of Finance:
- Monthly report: By the 20th of the following month;- Quarterly report: By the 20th of the first month of the following quarter;- Annual report: By January 31 of the following year.
Note, if the balance of the Fund exceeds 20,000 USD, the entire amount must be transferred to the State Treasury; if the balance is 20,000 USD or less, it can be carried over to the next quarter for monitoring.
