Determining the level of central budget support for localities in the prevention and control of Covid-19

Recently, the Prime Minister of the Government of Vietnam issued Decision No. 437/QD-TTg on principles of targeted support from the central budget to local budgets in the prevention and control of COVID-19.

Decision 437 stipulates the mechanism for support from the central budget (NSU) for mountainous provinces and the Central Highlands: the NSU supports 70% of the actual expenditure level of the state budget in accordance with regulations. The remaining provinces and centrally-controlled cities are as follows:

- Provinces and cities with a rate of regulation for revenue sharing to the NSU of 50% or more: to proactively use local budget reserves (NSDP) for implementation;- Provinces and cities with a rate of regulation for revenue sharing to the NSU of under 50%: the NSU supports 30% of the support from the state budget;- Localities that have not yet balanced their budgets: the NSU supports 50% of the support from the state budget.

Additionally, this Decision also provides that localities should use up to 50% of their NSDP reserves and up to 70% of the provincial financial reserve fund to fight the Covid-19 pandemic.
