On November 19, 2019, the Government of Vietnam issued Decree 91/2019/ND-CP on sanctioning of administrative violations in the field of land management.
Destruction of land is the act of deforming the terrain or degrading the quality of the land or causing soil pollution that results in the loss or reduction of the land's usability according to the determined purpose, including:
- Deforming the terrain in cases such as changing the surface slope; lowering the ground surface by taking surface soil for other purposes or making the ground surface lower than adjacent parcels, etc.;- Degrading soil quality in cases such as losing or reducing the thickness of the arable soil layer, etc.;- Causing soil pollution is the case of introducing harmful substances or microorganisms, parasites harmful to plants, animals, humans into the soil;- Losing the land's usability according to the determined purpose is the case where after performing one of the aforementioned acts, the land cannot be used according to the purpose assigned or leased by the State, etc.;- …
