Decision 20: Electronic Identifier Codes of Ministries, Central Authorities, and Local Authorities

Recently, the Prime Minister of the Government of Vietnam issued Decision 20/2020/QD-TTg on the electronic identification codes of agencies and organizations serving the connection and sharing of data with ministries, central authorities, and local authorities.

Electronic identification codes of ministries, central authorities, and local authorities are character strings with a maximum length of 35 characters and are divided into character groups. The characters include: period (.), digits from 0 to 9, and letters from A to Z (uppercase in the English alphabet). Each character group is used to identify agencies and organizations at the corresponding level; character groups are developed from left to right and are separated by periods.

In particular, the first character group on the far left in the identification code identifies level 1 agencies and organizations (called Level 1 Code). Subsequent character groups after the Level 1 Code consecutively identify agencies and organizations from level 2 onward; agencies and organizations at a certain level, except level 1, are units under or subordinate to the immediately preceding level 1 agency or organization.
