Decentralization of trade union financial management in Vietnam from December 1, 2024

The delegation of trade union financial management is stipulated as follows:

- The Executive Committee (Standing Committee) of the grassroots trade union is responsible for organizing the implementation of the tasks of collection, expenditure, and financial management according to the delegation of the Vietnam General Confederation of Labor (VGCL); developing budget estimates, organizing the implementation of estimates, and settlements; publicly releasing estimates and settlements of trade union financial revenue and expenditure; developing and implementing the expenditure regulations of the grassroots trade union.

- The Standing Committee of the immediate superior trade union has the responsibility to perform the tasks of collection, expenditure, and financial management of the trade union according to the delegation of the VGCL; develop budget estimates, organize the implementation of estimates, and settlements; publicly release estimates and settlements; inspect and guide subordinate units in performing the tasks of collection, expenditure, and financial management of the trade union and submit funds to the higher level trade union; approve budget estimates and settlements of subordinate units.

- The Standing Committee of the provincial and city-level labor federations and equivalents has the responsibility to perform the tasks of collection, expenditure, and financial management of the trade union according to the delegation of the VGCL; decide on principles of building, allocating, and approving budget estimates for subordinate units according to VGCL regulations; develop budget estimates, organize the implementation of estimates, and settlements; publicly release estimates and settlements; inspect and guide subordinate units in performing tasks of collection, expenditure, and financial management of the trade union and submit funds to the higher level trade union; approve budget estimates and settlements of subordinate units.

- The Presidium of the VGCL is responsible for directing and organizing the implementation of tasks concerning the collection, expenditure, and financial management of the Vietnam Trade Union; deciding on principles for building, reviewing, and allocating annual trade union financial budget estimates; consolidating and approving estimates and settlements at the General Budget level and for subordinate units; guiding and inspecting subordinate units in performing tasks of collection, expenditure, and financial management of the trade union, executing fund submissions to the VGCL; issuing regulations, guidelines on the collection, distribution, use, and financial management of trade unions according to Clause 2, Article 12 of Decree 191/2013/ND-CP of the Government of Vietnam, which details trade union finances; approving annual estimates and settlements of trade union financial revenue and expenditure.
