On April 22, 2016, the Ministry of Finance issued Official Dispatch 5414/BTC-TCHQ guiding the customs procedures for transiting goods.

In case the customs declaration system of the Customs Departments of provinces and cities experiences a malfunction, the customs declarant needs to prepare the documents and perform the following:

- Regarding required documents: A paper customs declaration form according to the form HQ/2015/XK issued in Appendix IV and other documents as specified in Circular 38/2015/TT-BTC.

- The customs declarant has the responsibility to:

+ Declare and submit 02 paper customs declaration forms as guided in Section A of Appendices 1, 2a, 2b annexed to this official dispatch;

+ Present the customs dossiers and goods to the Sub-Department of Customs where the goods transit in and out when requested;

+ Transport along the prescribed route and within the stipulated time frame;

+ Ensure the goods remain intact and the seals on the goods stay undamaged;

+ Supplement the customs declaration, cancel the paper customs declaration under the provisions of Circular 38/2015/TT-BTC.
