Recently, the Prime Minister of Vietnam has issued the Decision No. 33/2020/QĐ-TTg on Criteria for delineating ethnic minority and mountainous areas according to the level of development in the period of 2021 - 2025.
According to Article 3 of Decision No. 33/2020/QĐ-TTg of the Prime Minister of Vietnam, region III communes in ethnic minority areas and mountainous areas are communes in which the percentage of ethnic minority households in the total population living stably in a community is 15% or more, have not been recognized as meeting new rural standards, and have one of the following two criteria:
Firstly, there is a poverty rate of 20% or more (particularly, communes in the Mekong Delta have a poverty rate of 15% or more or more than 150 poor households are ethnic minority households).
Secondly, there is a poverty rate of 15% to less than 20% (particularly, communes in the Mekong Delta have a poverty rate of 12% to less than 15%) and 01 of the following criteria:
- More than 60% of poor households are ethnic minority households out of the total number of poor households in the commune;
- There are 20% or more ethnic minority people between the ages of 15 and 60 who can't read or write in mandarin;
