On November 23, 2023, the Prime Minister issued the Decision 28/2023/QĐ-TTg amending a number of articles of the Decision 12/2018/QĐ-TTg on criteria for selecting and recognizing reptuable people and policies for reputable people among ethnic minorities in Vietnam.
- Be a Vietnamese citizen, regardless of ethnicity, legally residing in Vietnam;
- They and their families are exemplary in complying with the Party's policies and guidelines, the State's policies and laws, and local regulations;
- Being a typical person with many meritorious contributions, contributing to patriotic emulation movements, hunger eradication and poverty reduction, protecting security and order, preserving cultural identity, and uniting ethnic groups;
- Understanding of traditional culture, ethnic customs, and practices; having close connections and influence within family lines, ethnic groups, and residential communities;
- Ability to propagate, mobilize, capture, process information, and gather ethnic minorities within a certain range through words, deeds, and behavior; trusted, trusted, listened to, and followed by people in the community.
- Each village belonging to ethnic minority and mountainous areas or a village of a commune, ward, or town (hereinafter referred to as a commune) in an ethnic minority and mountainous area is selected and recognized as 01 (one) reputable person;
- In case a new village is established due to the merger of villages specified in Point a, Clause 3, Article 4 of Decision 12/2018/QĐ-TTg from April 24, 2018, the Chairman of the District People's Committee shall consider and decide on the number of reputable people selected and recognized, but not exceeding the total number of merged villages.
