Criteria for Particularly Disadvantaged Communes in Coastal Sand Dune Regions and Islands

The Prime Minister of the Government of Vietnam has just issued Decision No. 1559/QD-TTg regarding the criteria for particularly difficult communes in coastal and island areas for the period 2016-2020.

A particularly difficult commune in the coastal and island areas must meet the following criteria:

- Having a poverty and near-poverty rate of 16% or more (in which the poverty rate is from 11% or more) according to the 2015 general survey on the poor under the multidimensional poverty approach standards applied for the 2016-2020 period;- Lacking (or insufficient) 3/7 basic social service access infrastructure works;- Lacking (or insufficient) 2/4 civil infrastructure works;- Lacking over 50% of infrastructure for agricultural, fishery, and salt production such as: roads to fish docks; embankments; pumping stations for aquaculture, salt production, drainage systems...
