Recently, the Prime Minister of Vietnam has issued the Decision No. 39/2020/QĐ-TTg on criteria to identify ethnic groups that still face many difficulties and have specific difficulties in the period of 2021 - 2025.
According to Article 3 of the Decision No. 39/2020/QĐ-TTg of the Prime Minister of Vietnam, criteria for identifying ethnic groups in difficulties and specific difficulties are guided as follows:
1. Ethnic groups facing many difficulties are those specified in Clause 1 Article 2 of this Decision and satisfy one of the following criteria:
- Having a poverty rate that is 1.5 times or higher of the average poverty rate of 53 ethnic minorities;
- The proportion of people aged 15 years and older who cannot read or write Vietnamese is 1.5 times higher than the average rate of people aged 15 years and older who cannot read and write Vietnamese of 53 ethnic minorities;
- Having the infant mortality rate under 1 year old is 1.5 times higher than the general average infant mortality rate of 53 ethnic minorities;
2. Ethnic groups with particular difficulties are those specified in Clause 1 Article 2 of this Decision and have a population of less than 10,000 people.
