Criteria for Identifying Communes and Villages That Have Achieved the Objectives of Program 135

Recently, the Prime Minister of the Government of Vietnam issued Decision 03/2019/QD-TTg promulgating the criteria for identifying communes and villages that have achieved the objectives of Project 2 (Program 135) under the National Target Program for Sustainable Poverty Reduction for the period 2016 - 2020.

A village completing the objectives of Program 135 is a village that meets one of the following 03 criteria:

- The village of a commune recognized as meeting new rural standards or the village itself recognized as meeting new rural standards;- The village has a total poverty and near-poverty household rate ranging from 55% (for provinces in the Southeast region and the Mekong Delta region, from 30%) to 65% according to the multidimensional poverty approach standard for the period 2016 - 2020 and meets at least 02 out of 03 conditions stipulated in Clause 2, Article 3 of Decision 03/2019/QD-TTg;- The village has a total poverty and near-poverty household rate below 55% (for provinces in the Southeast region and the Mekong Delta region, below 30%) according to the multidimensional poverty approach standard and meets at least 01 out of 03 conditions stipulated in Clause 3, Article 3 of Decision 03/2019/QD-TTg.
