The Minister of Transport of Vietnam issues Circular 17/2024/TT-BGTVT dated May 30, 2024, stipulating the standards and conditions for the promotion of professional titles for public employees in the transportation sector.
Public employees in transport sector promoted from Rank II to Rank I must meet the general standards and conditions stipulated in Article 3 of Circular 17/2024/TT-BGTVT and the following specific standards and conditions:
(1) For public employees in the specialties of maritime project management, inland waterway project management, road project management, railway project management, and road engineering, during the period holding the Rank II professional title or equivalent, they must meet one of the following standards and conditions:
- Leading the development of at least one scientific and technological project, proposal, or program at the ministerial or provincial level or higher, which the public employee's employing unit is tasked to lead and has been accepted by the competent authority;
- Leading the development of at least two scientific and technological projects, proposals, or programs at the base level, which the public employee's employing unit is tasked to lead and has been accepted by the competent authority;
- Supervising one Group A project or two Group B projects that have been accepted, or managing one Group A project or two Group B projects that have been accepted and put into use;
- Leading the survey or leading the inspection, or overseeing the design, or evaluating the design of one Grade I construction, or two Grade II constructions that have been accepted, or being the chief supervisor of one Grade I construction, or two Grade II constructions that have been accepted and put into use;
- Leading the implementation of investment cost estimation for one Group A project, or two Group B projects, or one Grade I construction, or two Grade II constructions that have been accepted;
- Participating in project management of one Group A project, or two Group B projects that have been accepted and put into use, and possessing one of the following four professional certificates: Rank I project management, Rank I construction design, Rank I construction supervision, Rank I construction valuation.
(2) For public employees in the specialties of maritime search and rescue, maritime security communications, inland waterway port authorities, maritime port authorities, and airport authorities, during the period holding the Rank II professional title or equivalent, they must meet one of the following standards and conditions:
- Participating in the development of at least two legal documents that the public employee's employing unit is tasked to participate in and has been issued by the competent authority;
- Leading the development of at least two national, ministerial, sectoral, field, or provincial level research projects, proposals, or programs that the public employee's employing unit is tasked to lead and have been accepted by the competent authority;
- Participating in the development of at least one legal document and leading the development of at least one national, ministerial, sectoral, field, or provincial level research project, proposal, or program that the public employee's employing unit is tasked to lead or participate in and has been issued or accepted by the competent authority.
(3) For public employees specializing in registration services, during the period holding the Rank II professional title or equivalent, they must meet one of the following standards and conditions:
- Participating in the development of at least two legal documents that the public employee's employing unit is tasked to participate in and has been issued by the competent authority;
- Participating in the development of at least two national, ministerial, sectoral, field, or provincial level research projects, proposals, or programs that the public employee's employing unit is tasked to participate in and have been accepted by the competent authority;
- Participating in the development of at least one legal document and at least one national, ministerial, sectoral, field, or provincial level research project, proposal, or program that the public employee's employing unit is tasked to participate in and has been issued or accepted by the competent authority.
Circular 17/2024/TT-BGTVT takes effect from July 15, 2024.
