Criteria for determining job positions for public employees at public service providers in the fields of culture and sports in Vietnam

The criteria for determining job positions for leadership, management, and specialized professional titles for public employees at public service providers in the fields of culture, sports, and tourism are implemented according to the provisions in Clause 1, Article 4 of Decree 106/2020/ND-CP:

- Functions, tasks, powers, and organizational structure of the public service provider;

- The complexity, nature, characteristics, scale of operations; scope and target audience served; specialized and professional management processes as prescribed by specialized legal provisions.

Principles for determining job positions for public employees at public service providers in the fields of culture and sports in Vietnam

Job positions for leadership, management, and specialized professional titles for public employees in the fields of culture, sports, and tourism are determined based on the principles specified in Article 3 of Decree 106/2020/ND-CP:

Suitable to the functions, tasks, powers, and organizational structure of the public service provider.

Structure of public employees by professional titles at public service providers in the fields of culture and sports in Vietnam

The determination of the structure of public employees by professional titles at public service providers in the fields of culture, sports, and tourism is implemented as per the provisions in Clause 5, Article 3, and Clause 3, Article 4 of Decree 106/2020/ND-CP:

- Ensure a reasonable structure, in which the number of employees working in job positions with specialized professional titles and shared professional titles accounts for at least 65% of the total number of employees at the public service provider.

- Bases for determining the structure of public employees by professional titles include:

+ List of job positions;

+ Complexity of the work of the job position;

+ Standards and professional titles of public employees corresponding to the job position.
