On December 29, 2023, the Minister of Finance of Vietnam issued Circular 79/2023/TT-BTC guiding Law on Emulation and Commendation 2022 in the financial sector, which has issued regulations on standards for considering the title "Advanced Worker" in the financial sector as of February 15, 2024.
The standards for considering the title "Advanced Laborer" in the financial sector as of February 15, 2024 are specified in Article 2 of Circular 79/2023/TT-BTC, specifically as follows:
(1) The title "Advanced Laborer" is awarded annually to individuals who meet the standards prescribed in Clause 1 of Article 24 of the Law on Emulation and Commendation 2022.
(2) Individuals are appointed to participate in short-term training and retraining for less than 01 year, complete the course, and comply well with the regulations of the training and retraining facilitation; the study time is used to calculate the working time at the unit to be considered for the title "Advanced Worker." In the event that an individual is assigned to participate in training and retraining for 1 year or more, complies well with the regulations of the training and retraining facility, and has academic results of good or better, that time will be used to consider awarding the title "Advanced Laborer".
(3) The maternity leave period as prescribed by law is counted to consider awarding the title "Advanced Laborer".
(4) For individuals who participate in combat, serve in combat, or have courageous actions to save people or property of the State or the people, resulting in injuries that require treatment and convalescence according to the conclusion of a district-level medical facility or equivalent or higher, the treatment and nursing time are included in the consideration for awarding the title "Advanced Laborer".
(5) For individuals transferring jobs, the new unit is responsible for awarding the title "Advanced Worker" (In the case of individuals working at the old agency for 6 months or more, they must have received comments from the old agency.).
(6) In cases where individuals are mobilized or assigned to another unit for a certain period of time, the consideration and awarding of the "Advanced Labor" title shall be determined by the mobilizing or assigning unit, based on the assessment and evaluation of the receiving unit regarding the individual's performance during the mobilization or assignment.
