Criteria for consideration for promotion for public employees in the Information & Communication industry in Vietnam

On June 25, 2021, the Ministry of Information and Communications of Vietnam issued Circular 03/2021/TT-BTTTT stipulating standards, conditions and contents , form of examination or consideration for promotion of professional titles of public servants majoring in Information and Communication.

According to this circular, a public employee specializing in information and communication with excellent achievements in professional activities may be nominated for consideration for promotion to a professional title when fully meeting the following criteria and conditions in Vietnam:

-Fully satisfy the conditions and standards according to Article 4 of Vietnam's Circular 03.

-Outstanding achievements as follows:

+ For public employees considered for promotion from Class II to Class I: while holding a Class II professional title, they will be awarded the Third-class Labor Medal or higher, or they will be awarded the title of National Emulation Fighter.

+ For public employees who are considered for promotion from Grade III to Grade II, have been awarded the Prime Minister of Vietnam's Certificate of Merit or won the title of Emulation Fighter at the ministerial, department, branch, provincial or central mass organization level or higher in Vietnam.

+ For public employees considered for promotion from grade IV to rank III, who have received certificates of merit at ministerial, departmental, branch, provincial, central mass organizations, or higher, or who have won the title of grassroots emulation fighter

Circular 03/2021/TT-BTTTT takes effect from August 15, 2021.
